Bug#340205: fv: unversioned shared library, without shlibs

This package provides an unversioned shared library, and fails to
provide a shlibs file.

I think that either:

  . the object files defining this shared library should be build
  without -fPIC into a static library, and not provided by the
  package; or,

  . the shared library should be split into a separate package, whose
  name includes the appropriate soname, and whose package is a
  conforming shared library package.

Right now, the only reason this bug is not RC bug is because it isn't
clear to me that this is meant to be a public library and not a
"private" library.
