The Debian startup script for doxymacs should not load doxymacs.el
unconditionally during startup; doing so means that all its dependencies
get loaded at the same time, including URL and part of Gnus (mm-util.el).
The recommended way to load a package in a Debian startup script is to
add an autoload to the entry points of the package, in this case an
autoload on `doxymacs-mode' would probably be sufficient.
