For a first-time user, understanding how to use execcap is quite
difficult, as execcap(8) doesn't specify the format in which to supply the
capability set (that format turns out to be documented in cap_from_text(3),
which isn't included in this -bin package, but in the -dev package).

execcap(8) should have something like setcap(8)'s "The capabilities  are
specified in the form described in cap_from_text(3)" in it.

Also, the manpages getcap(8) and setcap(8) included with the -bin package
refer to cap_get_file(3), cap_to_text(3), cap_from_text(3), cap_set_file(3)
which are included with the -dev package.

IMHO cap_from_text(3) and possibly other manpages should be moved from the
-dev to the -bin package.
