Upstream vipec doesn't handle it's configuration file very well with
respect to a multi-user system. The way that it is currently packaged
causes any intended internationalization features to be unusable on
Debian. This same problem causes the software to emit an error message
on startup.

   * include/Component.h: Remove spurious declaration to allow building with
     gcc 4.0. Thanks to Andreas Jochens for the patch. Closes: #289277.
   * src/Setup.cpp: Use ~/.vipec.cfg rather than /usr/share/vipec/vipec.cfg

     Don't complain if the file doesn't exist. Closes: #245907.
   * Switch to debhelper 4.
   * Use dh_install.
   * Remove duplicate CHANGES file.
