Actually it nukes anything of the form <!-- ... >

so, for example, <!-- this is a comment <BR> with a tag in
it --> will be re-written as <!-- --> with a tag in it -->

This caused my home page to be messed up when I upgraded to
sarge.  I worked around the problem by manually installing
HTP version 1.15 from htp.sourceforge.net.
