Bug#289627: webmin-samba: Activating Samba user fails with no feedback

In "Edit Samba users and passwords", at the screen "Edit Samba User",
the checkbox "Account disabled" is checked by default for all users,
giving no way to log in to the Samba server. Unchecking this box then
saving does not enable the account and gives no feedback. The admin who unchecked and
restarted the server will be thinking that the account is enabled. Only
by accessing the "Edit Samba User" for that user again will the admin
realize that the activation failed. The reason for this failure is that
the password is empty (by default for all users) and (by default) "No password required" is not
checked.
The workaround is to either set a password or enable "No password
required". Those workarounds are not obvious for real users that do have
a POSIX password until the admin knows that the Samba passwords are by
default empty, making that bug IMHO rather important.

Expected behavior
The checkbox is disabled until "No password
required" is enabled or a password is set.
OR
Webmin gives feedback if the modification required couldn't happen.
