Description:

	Looks like licq isn't playing well if there are multiple plugins.
I can run 'licq -I -p rms -p console' and login fine, but once I quit,
and restart, licq won't work because my ~/.licq/licq.conf is broken.
I'm pretty sure it's a licq problem because the -I option makes licq
recreate the licq.conf file.

	Here's the broken conf file:  Notice that there is no '[network]'
header after the line that says 'Plugin2 = console'

AFAICT, the configuration file is now initialized correctly, even with 
multiple plugins being used.
