Bug#271957: noteedit: Can't import MIDI file

when I try to import a MIDI file (created with noteedit) via the TSE3
menu, nothing happens. I don't use special characters in the filename,
so this doesn't seem to be related to #190769.

I'm attaching the example MIDI file.
