If I add libxft-dev to the Build-Depends (using pbuilder's
--extrapackages option), then I get:

...
gcc -m32 -g -ansi -ansi-error -Wall -pedantic -I/usr/X11R6/include -Dlinux -D__i386__ -D_POSIX_C_SOURCE=199309L -D_POSIX_SOURCE -D_XOPEN_SOURCE -D_BSD_SOURCE -D_SVID_SOURCE -DFUNCPROTO=15 -DNARROWPROTO -c -o xstroke.o xstroke.c
In file included from /usr/X11R6/include/X11/Xft/Xft.h:41,
                 from control_win.h:19,
                 from xstroke.h:36,
                 from xstroke.c:33:
/usr/include/ft2build.h:56:38: freetype/config/ftheader.h: No such file or directory
In file included from control_win.h:19,
                 from xstroke.h:36,

/usr/X11R6/include/X11/Xft/Xft.h:42:10: #include expects "FILENAME" or <FILENAME>
...

To fix this one, you probably need to add -I/usr/include/freetype2 to
the compiler flags.
