Bug#239113: gweather-applet-2: displays -17 deg C when temperature measurements are unavailable

[Note: gnome-applets 2.4.2-5 is not available on armv4l]
When temperature measurements are not available (i.e., missing from
the METAR report), gweather-applet-2 displays -17 degrees Celsius.
This is rather misleading.
For example, when METAR sends
CYYZ 202110Z 25012G17KT 5SM BR BKN013 OVC030 RMK SF5SC2
gweather-applet-2 displays -17 degrees in the gnome panel. The
actual temperature at the time (reported by Environment Canada,
and later also by NOAA) was 6 degrees Celsius.
When temperature measurements are missing from the METAR report,
gweather-applet-2 probably should not display the temperature.
