At present it is impossible to have dict-de-en and
dict-freedict-{deu-eng,eng-deu} installed at the same time. The latter
ones are encoded in UTF-8, the former in ISO-8851. 

Given that dictd accepts only a global locale setting (which the
--locale argument), and not per-dictionary-setting, all dictionaries
containing non-ASCII character _must_ be encoded in the same coding
system. Else dictd breaks.

Obviously, UTF-8 is the only reasonable choice.
