Policy says:

     Files in `/usr/share/doc' should not be referenced by any program, and
     the system administrator should be able to delete them without causing
     any programs to break.  Any files that are referenced by programs but
     are also useful as standalone documentation should be installed under
     `/usr/share/<package>/' with symbolic links from
     `/usr/share/doc/<package>/'.

This package's postinst is, in part:

EXAMPLES=/usr/share/doc/cvs-conf/examples
...
                cd ${EXAMPLES}/config
...
                cvs -d ${cvs_root} import -m "" ${cvs_module} cvs-conf start

In other words, it imports the examples/config directory into some cvs server.
In the future when dpkg supports exclusion of files, this will break on systems
where /usr/share/doc is excluded; that's why policy requires that you put
these files somewhere else.

This package has been removed from Debian unstable because it was
unmaintained, old and according to the maintainer quite obsolte and
useless.
