Roughly yeah, although it's very oversimplified.
You could just maintain the packge for yourself outside of Debian, as
there obviously wasn't that big an interest in the package. BTW, you
can get the old version from snapshot.debian.net. (If the sources are
not there, I can make them available for you.)
