Bug#215014: dict-freedict: No changelogs for the whackload of dictionaries dumped-into testing

Not one of the huge number of the dict-freedict dictionaries which fell
into testing today had a changelog, etc. with it. Only dict-freedict
itself did (if I recall correctly).

For a number of reasons, IMO, this is not good.

Seems to me a suite of unworthy packages made it out of unstable, into
testing, unopposed.
