It is wise (see recent threads in debian-devel) to avoid useless "welcome"
screen in debconf templates.

I thus propose that the welcome template be removed.

Bug has been fixed by my NMU. Unfortunately, I messed up with the
Closes field. Maybe this will be enough for closing the bug,
otherwise, I'll make another another NMU..:-(
