Bug#221567: x-ttcidfont-conf should not use debconf warnings

x-ttcidconf-font uses a debconf warning (note) regarding a configuration
file change. This is even more ridiculous given that I received this
warning on a new install. This debconf warning should be removed as soon
as possible.

Warnings are only to be used when something which cannot be automatically
fixed is going to break on the user's system (eg a database's format has
been changed, and it's impossible to know where those databases are or
how to automatically update them). In all other cases, either use
README.Debian or NEWS.Debian, and/or fix the problem without prompting.
