Bug#219589: t1lib: FTBFS on s390

That is because your ./configure invokes config.{sub,guess} in the
ac-tools subdirectory instead of the ones that you /added/ in the
toplevel-dir. Probably dh-make stupidity.

Minimal change:

However I think blindly copying is bad, check
 /usr/share/doc/autotools-dev/README.Debian.gz for better alternatives.
