:Makefile overwrites it when installing. Sometimes this doesn't happen
:(particularly when installing from CVS sources) but in any case you can

:This set up a number of global default values and actions. Near the top

:Change it as you see fit. This is not just for HTML pages but is also
:used in the headers of emails and other places.
The Debian package should come with a sensible $VERSION.
