'host -C' return lame delegation for whatever you use it on, for

This is because the CFLAGS definition in debian/rules overrides the
Makefile one and removes '-DHOST_RES_SEND' this might very well have
broken something else too.
A simple fix is to include '-DHOST_RES_SEND' on the CFLAGS definition
in debian/rules.
