Bug#136424: kicq: Documentation not registered correctly in khelpcenter

kicq is registered in khelpcenter under "Application
Manuals:Internet:kicq" but the kicq documentation isn't
registered correctly in khelpcenter.

Either you should remove the DocPath entry in
/usr/share/applnk/Internet/kicq.desktop or you should provide a
/usr/share/doc/kde/HTML/en/kicq/index.html file.
