When I set LC_CTYPE to an italian charset elm complains about the MIME
charset and delays its startup for 13 seconds, which is very annoying:

$ export LC_CTYPE=it_IT
$ elm
Elm: Unable to map it_IT locale (LC_CTYPE) to MIME charset
     Using default (US-ASCII). Check /etc/elm-me+/elm.mimecharsets or
Problem with locale (system character set)! Elm ME+ will behave erratically.

Also in my opinion the message delay should be shortened to 2-3 second
and it should be possible to end it immediately by pressing <Enter>.
