Bug#152843: dired fail in emacs20-dl with Japanese locale

fileutils 4.1.9-3 has changed ls output; now uses yyyy-mm-dd
instead of mm-dd.

The problem also occurs on Emacs 21 and XEmacs 21.  The bugs,
Bug#125393, Bug#69368, Bug#74516, were already reported.

The problem also occurs on vc-dired-mode of vc.el.

Anyway, I suggest LC_TIME=C.

However, it's not a reasonable solution.  Dired should fix this
problem by itself.
