Bug#142953: dcl default install does not correctly set template name

dcl default install produces
Template Error: filename: ./templates//login.tpl does not exist.
Halted

when dcl is visited by browser
the pathname is missing a segment, it appears that one of the variables
is left empty at configuration time rather than being set to 'default'
