Bug#135854: mgdiff: not able to diff utf-8 files

Once more, mgdiff's stupid binary-file detection strikes. Files in UTF-8
containing non-ASCII characters are considered to be binary and are not
diffed.
Even if they were, mgdiff wouldn't be able to display them properly, I
guess.
