Ok, I was trying to be conservative.  

Please clarify then:

The normal rules for NMU's are that the bug is merely marked fixed,
right?

Does that mean that QA uploads should not really be considered NMUs at
all?  That's fine, but I thought I should err on the side of caution,
not really knowing which.
