For packages already in Debian, you don't need to create the debian/
folder again.

First, you can have some general information about the package in the
tracker: https://tracker.debian.org/pkg/python-playwright

There is a link there to the VCS used to maintain it:
https://salsa.debian.org/python-team/packages/python-playwright.
Currently, there is no work visible to package the new upstream release.

You can additionally contact the last people who work on the package,
according to git commits and d/changelog, and coordinate with them.
