I don't see the need for asking this as this is a python package and the team is meant for maintaining just for these kind of packages.
If you're already in the Salsa team, you can proceed with the repository and packaging. No need to ask for the permission explicitly as you were already given maintainer access just for that.
That said, if you feel that this package is worth being packaged into Debian and will be actually useful to the users or devs, sure you can go with that if you feel its fit.
You can file a ITP bug and cc it to the debian-devel mailing list to let others know that you're packaging it.
