re: Consul library packaging

Hi,

I've finally finished updating python3-consul.

I realise consol.io itself is not packaged in Debian
(and there's no ITP/RFP).

So I had to repack to drop these binaries without source
  tests/consul-1.13.8.linux64
  tests/consul-1.15.4.linux64
  tests/consul-1.16.1.linux64
  tests/consul-1.17.3.linux64
... and disable most tests.

Once some version is packaged;
test-can be re-enabled against this one version
by patching tests/conftest.py
