Please delete two empty salsa repositories

Hello,

Please could someone with the required permissions delete the
following two empty salsa repositories; due to an upstream
reorganisation of the package, they will no longer be needed, and will
instead be part of the rapidfuzz package:

https://salsa.debian.org/python-team/packages/jarowinkler
https://salsa.debian.org/python-team/packages/rapidfuzz-capi
