Bug#1021177: RM: python-scandir -- RoM; obsolete; Python2-removal

I packaged this years ago when nice features of Python 3 needed a
backport to Python 2 ; those days are gone and we're moving away from
Python 2 with the next release of Debian, so this package should be
removed.
I checked with dak and it's ok to remove it:
$ ssh mirror.ftp-master.debian.org "dak rm -Rn python-scandir"
Will remove the following packages from unstable:
pypy-scandir | 1.10.0-4 | amd64, arm64, armel, armhf, i386, mips64el,
mipsel, ppc64el, s390x
python-scandir | 1.10.0-4 | source
