Hi,
most likely you messed up your python modules, test it by renaming
~/local/lib/python3.6 to ~/local/lib/python3.6-test and try to run pip3
again.
Also it makes more sense to ask this question on
debian-user@lists.debian.org, debian-python@ is for python packages
maintenance.
