If you meant https://wiki.debian.org/Python/LibraryStyleGuide then it's for libraries... and since binary package name is python3-fitbitscraper, installing files to a private directory is not a good idea (we do that fro applications only, if you meant to install it as a public library, just remove PYBUILD_INSTALL... line) and yes, as someone pointed out recently, I'm not that good at writing documentation.
