Yes, but usually, this should be the task of bzr dailydeb.
For instance, here it works without troubles:

# bzr-builder format 0.3 deb-version 0.13.0~ppa10~revno-{revno}
lp:~pythonxy/pythonxy-upstream/python-pandas
nest debianfiles lp:~pythonxy/pythonxy/pandas_debian_current debian
So I not see why the rule fails.
Could you help with a more verbose explanation?
