Lintian isn't normative though. We should only add a Lintian warning to
tell the packager of a *pre-existing* deprecation.
The deprecation itself isn't a matter of changing Lintian, but of
someone authoritative for Python policy saying that pysupport is
deprecated. Who makes that decision?

Those are not mutually exclusive :-) The helper is needed to make our
packages more sensible, while we continue to advocate for upstream
behaving the way we want.
