Because we're waiting for the release team to give us clearance to start the 
Python3 transition (see #617272) and I haven't even finished the bug asking 
for the Python transition yet.  Inputs on the regex needed to identify 
packages that need updating for the Python transition and the regex to 
identify packages that have completed the transition are welcome (that's what 
I've lacked the time to focus on figuring out).
