the mkhowto bits are not big, so maybe it's the best thing to include
them in your package. I doubt that python-doc-tools is really
needed. Only the python core uses this doc system (or am I wrong?) and
at some point, maybe with python3, psyco will be included in the core
(?).

And if you file a bug report, make sure you include a patch :-)
