[zope] Zope packaging policy

Hi,
I've started to write the zope policy: it's obviously a draft proposal. that
collected some thought about zope packages coming from bug reports an other
mails on that and other lists.
Please read it and let me know: note that i'm not an english speaker, and that
i'd really like other developers to contribute.
