python transition summary

Based on the lists I posted earlier during the transition and on doko's
lists of packages holding the move to testing, here is a summary of
python-related packages which still have issues regarding the python
policy. I have deliberately omitted packages not byte-compiling their
.py's, as this stuff will probably evolve soon.

After checking all these packages during the transition, I'd like to
note that the overall quality of our python packages was greatly
improved, thanks to everyone who participated. Many thanks to doko and
his tons of NMU's, too.

Still need to be updated:
* apt-listchanges: no postinst/prerm, wrong dependencies (see #133306)
* dput: dependencies not strong enough (#206037, pending)
* gcipher: maintainer deliberately set wrong dependencies (#207302)
* python-epydoc: the default package doesn't depend on python
* python-simpletal: the default package doesn't depend on python (#213132)
* python-tmda: byte-compiles with python2.3 but only requires python >= 2.1
* python-zsi: wrong dependencies (#213142)
* python-ztutils: wrong dependencies (#213133)
* zope-zshell: dependencies not strict enough, byte-compiles with python2.2

Should be removed from unstable:
* python-pcgi: unmaintained, uninstallable due to a removed dependency
* lincredits: doesn't even work with linux 2.4

Missing builds:
* postgresql: arm, m68k
* python-qt3: m68k
* koffice: mips, mipsel, arm
* sqlrelay: mips, mipsel (not in testing)
* superkaramba: mips (not in testing)
* zorp: alpha (not in testing)
