I think the `__init__.py' file is missing in /usr/lib/site-python/dpkg.
This is not the only bug in the package.  Should I do NMU?

BTW, if `dpkg-scriptlib' still has no maintainer, I'd consider to take
over its Python part, once we have a Python interpreter with a GPL
compatible license.
