How to post/contribute to micronews and bits

Hello together,
based on the discussion in my other thread I kindly ask the maintainers 
of micronews.debian.org an bits.debian.org.

Please improve your documentation [1][2] to make it easy for extern 
persons to submit news, without pollute the mailing list with basic 
questions.

- If there is a limit in characters or words, please name it.
- Name the channel (email address, mailing list, web form, something 
else) where to submit a news item.
- Maybe describe the difference and scope of micronews and bits, to 
support the decision which one to use.
- Name all other details relevant for extern submitters.
