tl;dr: failing build of fr pdf is likely due to #1076675 .

Thanks to Paul Gevers and Petter Reinholdtsen I now know this is very
likely due to a bug in texlive-latex-base : https://bugs.debian.org/1076675 .
I'll wait for a while.
