This was probably an oversight.  I missed it myself in my first pass.

Is it talking about translators who may want to bring existing l10n
packages (in other languages or perhaps for other software) under the
manpages-l10n umbrella?  I've amended it on this assumption to:

 [...] Others may
 want to join this effort, but where packages are no longer maintained it is important
 first to convert them into PO files and update.</p>

At the start of that paragraph I also rephrased

 Historically the man pages have been in one package, but translated in
 various packages according to the language, using different methods, [...]

(which seems to be claiming that *all* man pages are in one .deb) as

 Historically, man pages for a given package have often had translations provided in
 various other packages, using different methods, [...]

which I think is what it's trying to say.
