draft blog post about DebConf18 starting today

Similar than last year, I've written a blog post about DebConf18
starting today.

I know that it is a short time frame, but reviews welcome.
In particular, I'm not sure if removing the paragraph (or the links to
webchat) about the IRC channels, because currently those channels need
to be identified and verified to join). I tend to keep them, because
that message is shown to the non identified visitor that tries to join.
