zh_cn translation for bits.debian.org/pages/about.html

Dear publicity team,

I'm attaching a patch to add zh_cn (Simplified Chinese) translation for 
https://bits.debian.org/pages/about.html .

Since Simplified Chinese is not applicable to two-letter representation of 
languages ("zh" is ambiguous), I'm using "zh_cn" here. Feel free to modify it 
if you find better solutions.
