I think in general it might be better to include a copy of the draft
inline as well as pointing to the draft article on times.debian.net.
This way, people can (i) easier comment (they don't need to paraphrase
and/or copy&paste the draft here to comment on it) and (ii) easier get
the draft in the first place (e.g. if they read debian-publicity while
being offline)
