Somehow I just knew it would be a Sam Varghese article.

Sam is an Australian journalist who enjoys writing titillating about
stories about conflict so much he sometimes just makes the stories up.

As for how long its been going on - it depends on what "it" is, but we
Australians have been reading this style of reporting from Sam for a 
decade or two.

Linux Australia used to invite him to it's events to get some coverage
(any coverage) for open source.  We got "coverage", but in this same
style and more often than not the attendees didn't recognise the event
being reported on.  He hasn't been invited to a Linux Australia event
for some years now.
