I think that one of the key services we provide our users, and I think
that this is implied very strongly by the social contract, is to provide
a single uniform place for them to report issues, whether they are
Debian specific or upstream.

I think that when we take steps against making that work we decrease the
value of Debian.

That said, our social contract and constitution are quite clear that no
developer is required  to do any particular item of work.
