That's what I meant. If the FSF (or Debian) says:

 "It is absolutely unacceptable to run non-free software on this system!"

then the users are slaves of the creators of Debian.

Of course, all users SHOULD be using entirely free software, but they
MUST still be able to make an active decision against it.
