My feeling is that "newcontributor" or "startingpoint" is a message that
is essentially derived from the fact that the bug is somewhat
self-contained or easy to resolve.
A strong solution would probably make some low level classification
(e.g. java+beginner or whatever) and then some portal for new
contributions could be constructed that has links to various reports
that will help them.
E.g. the portal would try to help people rate themselves
a) preferred one or two programming languages,
b) years of experience,
c) career level (student, graduate, professional, hacker)
d) packages (or sections) they are interested in (e.g. science, finance,
networking)
and from there it would prepare a bug search query using some assortment
of tags that will reveal discrete tasks they can complete.
