While that is true, I do not believe that the proposed scheme results in
"the project (...) deciding to pay". If done right, this could simply be
a way for people to communicate that a) they welcome donations, and b)
where these donations should go to.

Every maintainer in Debian can, for themselves, decide whether that
metadata should signal that they accept donations, and if so where these
donations should go. The project as a whole would not seem to factor in
to that decision.

One of the major arguments against the scheme of trying to arbitrarily
pay project members with project funds was that it was fairly difficult
for project members who just happen to be active in other areas to
solicit payment. This is explicitly not the case with the proposed scheme.
